Presidente Guido Carlino

The President of the Corte dei conti is Mr. Guido Carlino.

He has been appointed by the President of the Italian Republic on September 11, 2020, pursuant to a proposal of the President of the Council of Ministers, who has selected the President among a group of three judges proposed by the Council of the Presidency of the Corte dei conti.

Mr. Guido Carlino was born on December 31, 1958, in Canicattì (Agrigentum), he is married and has two children.

After classical studies at the High School, he graduated with honors in Law from the Law School of the University of Palermo in 1981.

He was 23 when became a military judge in 1982. He served at the Military Courts of Naples and Cagliari.

Mr. Carlino became a judge at the Corte dei conti on October 1, 1985, and, at the beginning, he served at the Regional Audit Chamber for Sicily and the Regional Jurisdictional Chamber for Sicily.

He has been appointed Deputy Regional Prosecutor at the Regional Prosecution Office for Sicily since 1990.

From January 1, 2000 to April 13, 2004 he has worked as Judge at the Regional Court of Appeal for Sicily.

From April 14, 2004 to October 21, 2014 he has served as Regional Prosecutor for Sicily.

Before being appointed as President of the Corte dei conti, Mr. Carlino has been the President of the Jurisdictional Chamber for Veneto from October 22, 2014 and the President of the Jurisdictional Chamber for Sicily from August 27, 2018 to September 14, 2020.

He assumed the powers and duties as President of the Corte dei conti on September 15, 2020.

His career encompasses audit and judicial functions. He has been a member of the United Chambers for Jurisdiction, the United Chambers for Advisory Functions, the Council for the Digest of case-law (1999-2008) and the Council of the Permanent Training for the judges of the Corte dei conti (for two years).

He has been the delegate for the audit on financial management of important national public entities and public undertakings, pursuant to Article 12 of Law no. 259/1958.

Mr. Carlino authored several scientific publications and lectured at conferences on accounting liability, liability in the health sector, due process, fight against frauds in the European Union, protocols against economic crime and for environmental protection.

He has been lecturer at the National School of Public Administration (Scuola Superiore della Pubblica Amministrazione), at the Central School on Tax (Scuola Centrale Tributaria) and in seminars for judges and civil servants of the Corte dei conti.

He has been Judge at the Tax Court of First Instance of Palermo since 2012.

He has been named Commander (Commendatore) of the Order of merit of the Italian Republic by the President of the Italian Republic.
